Established in april 2007 for a period of 35 years
F4E is an industrial & trade agency
members: 27 UE states + Switzerland
F4E is based in Barcelona but
has also an antena in Garsching (D)
and Cadarache (F).
F4E 2009 anual C&P budget of 380 M€ of which 347 M€ for operational procurements (91%).

Our organisation
Rationale:
efficiency, flexibility and reactivity, now for ITER then for DEMO
Scope:
Strong and broad economic impact of ITER : Contracts & Finances operates at transnational level and will steer partnership within the ITER world (close partnership with Iter Org.).
Our favorite supplier market is Europe… but we will go worldwide if needed.
Networking with other Domestic Agencies in order to share information on suppliers and best practices.

Our rationale & scope
Our procurement system and legal framework are
EC compatible but are evolving.
Our tendering procedures are result orientated and Industry like (no ‘mechanical’ approach).
‘Best value for money’ is our policy (with a strong cost
awareness of price, and a pragmatic assessment of risks).
Our specifications are ‘open’ as often as possible in order to allow creativity and innovation from Industry (use of variants, functional criteria etc.).

The general principles of our policy 1/2
Participation in the F4E's procurement procedures
is open to economic operators:
established in the territory of a Member of the F4E
or open world wide if decided by the Director.
Contracts have to comply with the principles of:
transparency, proportionality, equal treatment and non-discrimination
In awarding the contracts, procurement procedures
usually take one of the following forms: open, restricted,
negotiated procedure or competitive dialogue.

Open procedure:
Any economic actor can tender.
Restricted procedure : ïƒ 2 phases
Call for Candidature,
Call for tender.
Competitive dialogue :
For particularly complex markets in partnership with entreprises to clarify specifications.
Negociated procedure :
Inferior to 250 k€ ,
Superior to 250 k€ in exceptionnal cases.

Our procedures
For F4E : Industry is more than a supplier and may be a ‘partner.
F4E is listening to suppliers directly or through Industrial Liaison Officers (ILO) ïƒ regular meetings.
F4E provides as much information as needed for a mutual understanding ïƒ good contracting.
F4E takes Industry into consideration for possible inflexions on ‘touchy’ questions such as :
Terms of payment,
Insurance,
Liabilities (nuclear and conventional and consequential),
Conflicts of Interest,
IPR.

6 procurements signed for 5 M€.
Contracts awarded or to be signed (WP08) :
5 Procurements: 2 Procurements (1.5 M€) et 3 Framework contracts (1.3M€).
Procurements under process (16 procurements for 278 M€):
11 procurements for an amount of 226 M€ (WP 08)
5 procurements for an amount of 52 M€ (WP 09).

Grants signed (WP08):
12 grants signed for an amount of 9.4 M€.
Grants awarded and to be signed:
3 grants for an amount of 700 K€ (WP08)
1 grant for an amount of 30 K€ (WP09).
Grants under process (11 grants for 4 M€):
4 grants for an amount of 710 K€ (WP08)
7 grants for an amount of 3 772 K€ (WP09).
